Rhynli Roo Taggy Blanket

I wanted to make a taggy blanket for my neice, Rhynli. Her name is Rhynli Ruth, and they call her Rhynli Roo. Every time I hear that, I think of Cindy Lou Who, so I decided to make this taggy in honor of that. =) So Rhynli, this is for you.
